word neighbor , the psalmist means not only those with whom we enjoy friendship, but all people, to whom we are bound by the ties of humanity and a common nature. When people make a promise to each other, there is nothing more common than for them to make excuses and back out when keeping their word becomes inconvenient. That is why we generally see so much unfaithfulness, because people do not require themselves to keep their promises, unless it will promote their own personal interests. Therefore, David condemning this fickleness, requires God’s people to exhibit the greatest steadfastness in the fulfillment of their promises.
