A. Criteria One: a Faithful Group of Converted, Gathered, Maturing Disciples of Jesus, Eph. 4.11-16

1. Solid conversions to Jesus Christ as Lord and Savior

2. Self-identity as a separate Christian assembly with its own passionate spirituality, inspiring worship, and presence in the community

3. Possesses clear sense of membership, ownership, belonging; able to bring new members in easily through strong orientation and loving relationships

4. Clear sense of welcoming membership, disciplining members, restoring them

5. Incorporating people smoothly into the life of the body (i.e., small group life, friendships, large group fellowship, etc.)

B. Criteria Two: Selection of Its Own Pastors and Leaders, 1 Pet. 5.1-4

1. Creation of a charter/by-laws/constitution/covenant delineating role of pastor(s) and relationship to body

2. Installation of pastors and leaders endorsed by leadership and confirmed by the members
